Over 44% of UK organisations now use AI tools every day. Yet workforce capability is not keeping pace. Staff are learning through trial and error, peer support, and online videos (creating practice that is uneven, inconsistent, and in some cases, risky). This is the central finding of a landmark new report from Skills England: What Works for AI Upskilling in the UK, published 10th June 2026 and authored by Dr. Nisreen Ameen of Royal Holloway, University of London.
The report identifies six design principles for truly effective AI skills training, distilled into the PRIMES framework. At Pro Apprenticeships, we read that framework and saw ourselves in every single line of it.
Here is why.
The Problem Is Not Lack of Interest — It Is Lack of Structure
Employers point to limited time, staff pressure, cost, unclear provision and fear of failing in technical areas as the barriers to AI adoption. Meanwhile, training courses are often generic, hard to evaluate, and disconnected from real roles.
The gap is not motivational. It is structural. People want to learn. Organisations want to improve. What is missing is training that actually fits, built around real tasks, real teams, and real workplace decisions.
| Skills England, What Works for AI Upskilling in the UK (2026) The main issue is not lack of interest. It is capacity. Employers point to limited time, staff pressure, cost, unclear provision and fear of failing in technical areas. Many courses are generic, hard to judge, or not linked to real roles. |
This is exactly the problem Pro Apprenticeships was built to solve.
Practical, Task-Based, and Built for Real Workplaces
Skills England is clear: good AI training must be practical and task-based. It must not exist in isolation from the work people actually do.
Pro Apprenticeships has never operated any other way. Our programmes are not off-the-shelf courses transplanted into a business context. They are designed from the ground up to integrate seamlessly into real working environments. As we put it directly: our training is industry-shaped, employer-led, and designed to integrate seamlessly into real working environments. Skills are immediately applied, not parked for later.
Nowhere is this more visible than in our Level 4 AI and Automation Practitioner Apprenticeship. Apprentices develop the capability to enhance productivity, streamline workflows, apply data-driven insight, and use AI responsibly in professional contexts. Every element is anchored in what employers need and what apprentices will encounter from day one.
This is not theoretical competence. It is operational readiness.
And it is built through practitioner-led delivery. Tutors who have solved problems, and operated at the edge of their fields. As we say: knowing about something and having done it are not the same thing. Our trainers bridge that gap.
Technical, Non-Technical, and Responsible AI Skills — Together
One of the most important insights in the Skills England report is that effective AI training does not silo technical skills away from everything else. It builds technical, non-technical and responsible AI skills together. It helps staff know when AI should, and should not, be used.
This is at the heart of how Pro Apprenticeships designs every AI programme. Our AI Content Creator Level 3 Apprenticeship, for example, trains staff to integrate AI tools responsibly and effectively; enhancing creativity without losing brand voice, ethics, or human judgement. Apprentices do not simply learn to use AI. They learn to evaluate it, to question its outputs, and to apply it in ways that serve business goals without creating new risks.
The same principle runs through our Level 5 AI Leadership Apprenticeship Units, designed for senior managers and decision-makers. These three accredited units (AI Strategy and Opportunity, AI Adoption, Procurement and Governance, and AI in Teams and Organisations) equip leaders with the strategic, governance, and change management capabilities they need to lead AI adoption responsibly.
For regulated sectors, this is not optional. Our work with regulated sectors illustrates the stakes clearly. AI tools introduced without governance create exposure around data handling, output reliability, professional accountability, and client confidentiality. Pro Apprenticeships delivers the structured, governance-focused training that allows firms to adopt AI confidently and safely.

Pro Apprenticeships and the PRIMES Framework: A Direct Alignment
The Skills England PRIMES framework sets out six design principles for effective AI skills training. Below, we map how Pro Apprenticeships delivers against each one.
| PRIMES Principle | How Pro Apprenticeships Delivers It | |
| P | Practical | All programmes anchored in real tasks, real decisions, and real workplace tools. The Level 4 AI and Automation Practitioner builds skills apprentices use from day one. The AI Leadership Units are contextualised to each employer’s specific strategic priorities. |
| R | Reachable | Online delivery, flexible scheduling, and modular structure make training accessible across sectors and roles. Employers in Somerset, Bristol, and nationally access the same quality. Fully funded for eligible SMEs through the Growth and Skills Levy (net cost zero for most organisations). |
| I | Integrated | Training is built into employer workflows, not bolted on. Content is contextualised to each business before a session begins. Governance, compliance, and responsible AI practice are embedded throughout, not treated as add-ons. |
| M | Modular | Employers can start with a single AI Leadership Unit most relevant to their current challenge and build from there. Short, flexible formats respect time and diary pressures. No long-term commitment required before value is seen. |
| E | Expandable | Programmes scale from individual upskilling to whole-team and whole-organisation transformation. Pathways exist from Level 3 (AI Content Creator) through Level 4 (AI and Automation Practitioner) to Level 5 (AI Leadership), and our commercial training takes it further. Strategic consultancy extends capability beyond the training room. |
| S | Sustainable | Practitioner tutors who operate in the fields they teach ensure content reflects where AI actually is, not where a curriculum was last reviewed. Industry collaboration is built into programme design. Ongoing consultancy partnerships adapt as tools evolve and regulation shifts. |
Real Evidence. Real Results.
In March 2026, Toby Jones of Visit Somerset became one of the first apprentices in the UK to enrol on the AI and Automation Practitioner programme. John Turner, CEO of Visit Somerset and International AI Training Consultant, was clear: organisations of every size and sector can take practical steps now to build AI capability from within.
That milestone did not happen by chance. It happened because Pro Apprenticeships was already at the frontier, ready to deliver when employers were ready to move. The Skills England research confirms that the organisations which lead on AI skills are those that invest early, invest in quality, and invest in training that is integrated with strategic direction.
The Bottom Line
The Skills England report concludes that developing AI skills works best as a shared approach to building safe, confident and effective use of AI. It is not a one-off course. It is not a tool demonstration. It is a sustained investment in capability, built around the PRIMES framework and embedded in the organisation’s culture and strategy.
That is precisely what Pro Apprenticeships delivers. For marketing teams navigating AI content tools. For law firms building governance frameworks. For SMEs that cannot afford to get AI wrong. For leaders who need to move their organisations from AI curiosity to AI confidence.
We do not ask employers to adapt to our model. We adapt the model to you as the employer. That is not just flexibility. It is the only approach that actually works, and now Skills England has the evidence to prove it.
